Pillar I: Rights-Based Policy Advocacy, Legal Reform & Access to Justice
Pertuni leads evidence-based legislative and budget advocacy at the national and sub-national levels to harmonize Indonesian regulations with the UNCRPD and Law No. 8 of 2016. Key interventions include drafting and monitoring Regional Regulations on Disability (Perda Disabilitas) across provinces and regencies, advocating for equal legal capacity and non-discriminatory banking/financial services with regulators (Bank Indonesia and OJK), monitoring accessible general elections, and providing paralegal accompaniment for blind citizens experiencing rights violations.

Driven by educated blind pioneers who recognized that genuine emancipation could only be achieved through an autonomous, democratically governed national union, local blind associations united to form Pertuni as a self-governing Organization of Persons with Disabilities (OPD).
